THE HONORABLE HARRY COKER, JR.
The Honorable Harry Coker, Jr. was appointed by Governor Moore as Maryland’s Acting Secretary of Commerce on February 5, 2025. At Commerce, the state’s primary economic development agency, Coker is focused on working collaboratively to help Maryland “Win the Decade” by developing and sustaining an equitable, robust and competitive economy.
Acting Secretary Coker is a retired Central Intelligence Agency (CIA) senior executive, former National Security Agency (NSA) senior executive and career Naval Officer. He was previously America’s National Cyber Director, serving in the White House from 2023 – 2025.
While serving as Executive Director of the NSA, he directly supported the Director and Deputy Director in the strategic and day-to-day leadership of the Agency. During his service with the CIA, Coker was assigned to leadership positions in the Directorate of Digital Innovation; the Directorate of Science & Technology; and the Director’s Area.
Coker’s service to the nation has been recognized with the awarding of the National Intelligence Distinguished Service Medal, the Presidential Rank Award, the NSA Director’s Distinguished Service Medal, the Intelligence Community EEOD Outstanding Leadership Award, and CIA’s Don Cryer Award for Diversity & Inclusion leadership.
Outside of the government, Coker has served as the President of the Central Intelligence Retirees Association (CIRA) and on the Boards of Directors of the US Naval Academy Foundation; the US Navy Memorial; and Dog Tag, Inc. He also served as an Operating Partner with C5 Capital; an Outside Director for JSI Telecom, Inc; on the Strategic Advisory Committee for Octasic, Inc.; on the Editorial Board of Studies in Intelligence; and on the
Advisory Boards of Zeeam Government Solutions; and Historic Ships in Baltimore. Coker also served as a Senior Fellow with Auburn University’s McCrary Institute for Cyber and Critical Infrastructure Security.
A long-time resident of Clinton, MD, Coker currently resides in Baltimore. He is a graduate of the United States Naval Academy, the Naval Postgraduate School, and Georgetown University Law Center.
KHOI T. NGUYEN
Khoi T. Nguyen, a member of the Senior Executive Service, is the Command Acquisition Executive and Director for the Cyber Acquisition and Technology Directorate (J9) for U.S. Cyber Command, Fort George G. Meade, Maryland. Mr. Nguyen is responsible for establishing command acquisition and procurement policy and guidance, managing cyber programs, and providing functional support in the areas of systems engineering, management, configuration, logistics, financial management, procurement, contracting, and testing and evaluation of developed or acquired solutions in excess of $1.2 billion annually.
Mr. Nguyen enlisted in the Virginia Army National Guard as an Infantryman in 1989. He graduated from Virginia Tech in 1994 and was commissioned in the U.S. Army the same year. He began his career as a Sapper Platoon Leader in 2nd Engineer Battalion, 2nd Infantry Division, Korea. Following 2nd ID, he was Platoon Leader and Executive Officer in B Co, 317th Engineer Battalion, 3rd Infantry Division, Fort Benning, Georgia. He commanded C Co, 5th Engineer Battalion, Fort Leonard Wood, Missouri. After command, he was hand-picked to be a small group leader, Engineer Captain’s Career Course. He transitioned to Army Acquisition in 2006 and was assigned as the Chief Systems and Security Engineer for the Global Command and Control System at the Defense Information Systems Agency. His last assignment prior to retirement from the U.S. Army was as a Program Manager for a fleet of airborne Intelligence, Surveillance and Reconnaissance platforms supporting combat operations in Operation Enduring Freedom, Afghanistan.
Mr. Nguyen retired from active duty in 2014 as a Lieutenant Colonel. He was appointed to the Senior Level in September 2020 and Senior Executive Service in May 2023. Prior to his current position, he served as the Technical Director for U.S. Marine Corps Forces Cyberspace Command.

MARIA TAYLOR
(U) CURRENT POSITION:
Ms. Maria Taylor currently serves as the Head of the Contracting Activity for NSA. In this role, she oversees the acquisition of supplies and services required for NSA to achieve its mission. This includes planning, executing, and administering contracts and agreements with industry, academia, and other organizations across the globe. Ms. Taylor is a contracting subject matter expert and focuses on the training and development needs of contracting personnel.
(U) PRIOR POSITIONS:
Ms. Taylor has served as the Deputy Head of the Contracting Activity and as the Agency’s Industry Ombudsman. During a joint duty assignment, she served as NSA’s liaison to the Office of the Director of National Intelligence (ODNI) Acquisition, Technology and Facilities (AT&F) with oversight for Major System Acquisitions across the Intelligence Community. Prior to that, Ms. Taylor supported the Tailored Access, Global Access, High Performance Computing, Cryptologic Exploitation Solutions and Research Contracting Office. Ms. Taylor was the Contracting Officer on the Agency’s first performance-based outsourcing contract as part of the GROUNDBREAKER program. She joined NSA in 1991 at Menwith Hill Station in Harrogate, England, and has held positions of increasing responsibility since.

Ms. Taylor holds a Bachelor of Science in Management from the University of Maryland and a Master’s in Business Administration from Loyola College in Baltimore, Maryland. She is an Unlimited Contracting Officer, certified DAWIA Level III in Contracting, and a member of the NSA Acquisition Corps.

A Maryland native, Ms. Taylor currently lives in Columbia, Maryland, with her husband, Bob, a retired NSA employee, and are proud parents to daughters, Alina and Nataliya. She is an avid Washington Capitals fan.
DOUGLAS PACKARD
Douglas Packard is the Procurement Services Executive, Defense Information Systems Agency (DISA), where he provides executive leadership and strategic guidance for the procurement of information technology, cyber and telecommunications. Mr. Packard is dual-hatted as the Director, Defense Information Technology Contracting Organization (DITCO), an organization that obligated over $7.5 billion on contracts and other transactions in FY24, and manages a contracts portfolio valued over $120 billion. He serves as the principal contracting advisor to the DISA Director, Deputy Director, and the Agency, providing executive oversight for contract policy and operations, leading contracting offices in the National Capital Region, Illinois, Hawaii, and Germany.
Mr. Packard’s previous assignments include: Director of Procurement Policy and Support, Office of the Deputy Assistant Secretary of the Army for Procurement, where he was responsible for the Army’s worldwide procurement policy and support mission; Deputy Principal Assistant Responsible for Contracting (Senior Contracting Official), U.S. Army Contracting Command, Northern (U.S.) Region, where he managed contract award and administration functions of the Region’s $2.4 billion contracts portfolio, in 35 subordinate contracting offices across 30 northern states; Director of Operations and Deputy Career Program Manager, U.S. Army Contracting Command, Europe, where he managed the Command’s day-to-day procurement operations and the contracting career training and development program; and, Program Manager for Oversight and Assessment, U.S. Army Mission and Installation Contracting Command.
Mr. Packard has extensive experience supporting contingency and humanitarian missions in the Balkans, Africa, Iraq, and Afghanistan. Notably, he served as the Joint Contracting Command- Iraq/Afghanistan Senior Contracting Official for Iraq Reconstruction and for Iraq-U.S. mission support, managing an $11 billion portfolio of reconstruction, Iraqi security forces development, and U.S. military forces support. Mr. Packard served as the Senior Contract Strategist on Task Force 2010, focused on combating corruption under U.S. government contracts, where he served on an U.S.- Afghan Office of the National Security Council Working Group chartered by the President of Afghanistan; and he drafted and championed a legislative initiative via the National Defense Authorization Act of FY12 to address systemic issues restricting the U.S. Government’s ability to fight corruption arising under government contracts.
Mr. Packard holds a Bachelor of Science degree from Christopher Newport College, a Master of Business Administration from Florida Institute of Technology, and a Master of Science Degree from the Industrial College of the Armed Forces. He is also a graduate of the National Defense University Senior Acquisition Course, and the Federal Executive Institute. He is Level III Certified in Project Management and as a Contracting Professional. He was awarded the Secretary of Defense Medal for Exceptional Civilian Service in April 2016. Mr. Packard was presented the Presidential Rank Award – Meritorious in 2019.
