Michael A. Clark

USCYBERCOM, Director for Acquisition and Technology (J9)

Michael Clark, a member of the Senior Executive Service, serves as the U.S. Cyber Command (USCYBERCOM) Director for Acquisition and Technology (J9). Mr. Clark provides leadership, advice, and technical guidance on development and integration of cyberspace capabilities as part of the Joint Cyber Warfighting Architecture Portfolio exceeding $4B. He leads technology transition efforts with strategic government and academic partners. He provides leadership to the maturity of the command’s Innovation Strategy. He is responsible for the development and execution of all USCYBERCOM acquisition system policies and procedures.

Tammy Griffith

NSA, Deputy Senior Acquisition Executive

Tammy Griffith is the Deputy Senior Acquisition Executive and Chief, Acquisition Resources & Analysis, leading acquisition logistics services, program management oversight, and corporate operational requirement management. As Deputy Senior Acquisition Executive, Tammy helps deliver major acquisitions and ensures the acquisition process is followed consistently and appropriately.

Douglas Packard

DISA, Director of Procurement Directorate & Chief of the Defense Information Technology Contracting Organization

Douglas Packard is the Procurement Services Executive, Defense Information Systems Agency (DISA), where he provides executive leadership and strategic guidance for the procurement of information technology, telecommunications and cyber solutions. Mr. Packard is dual-hatted as the director, Defense Information Technology Contracting Organization (DITCO), an organization that obligated over $6.5 billion on contracts in FY21, and manages a contracts portfolio valued over $18.5 billion. He is responsible for management and oversight of all organization functions. He serves as principal advisor to the DISA director, executive deputy director, senior procurement executive and the agency for contracting, providing executive oversight for strategic planning and execution of contract policy and operations at contracting offices in the National Capital Region, Illinois, Hawaii, and Germany.
