Mitch Eilenberg is the Executive leader of Contracts for all of CACI’s Technology Programs across the enterprise – providing strategic direction and senior-level Contracts oversight for a team of 40+ contracts professionals responsible for the $4B+ annual revenue across all of the Markets that CACI serves. Technology Programs are made up of contracts where CACI will design, develop, and apply technology solutions to solve its customer’s most complex problems. Before transitioning to this role, Mitch was the Senior Vice President of Contracts for the legacy National Security and Innovative Solutions (NSIS) Sector of CACI. He led the Sector’s Contracts professionals in their support of all Government and Commercial business across the $2.5B NSIS portfolio. The NSIS Sector leveraged advanced technology and innovation in C4ISR, RF, free-space optical communications, spectrum management, and cyberspace operations to solve its customers’ most challenging problems – protecting and preserving our national security interests globally.

Tafra Hayes is currently the Chief of Contract Pricing at MPO. She has spent nearly 24 years in the Office of Contracting, supporting all mission areas as a Contracting Officer in various positions to include Division Chief and Technical Director. Additionally, Ms. Hayes completed a joint duty assignment at the Office of the Director of National Intelligence, aiding the Procurement Executive, Chief Financial Officer, and Chief Information Officer as a subject matter expert in acquisition.

Scott Johnson, Senior Manager Finance & Business Operations, Lockheed Martin RMS – Electronic, Cyber & Information Warfare, has over 20 years of professional Finance & Business Operations experience with Lockheed Martin, capturing and executing US Government contracts, ensuring compliance with Government and Accounting regulations, and developing financial forecasts, business strategies and operating plans. He has been supporting contracts with the MPO customer since 2016. Scott holds both a Bachelor of Science degree and a Master of Business Administration (MBA) from the University of Maryland. He is also a graduate of the Lockheed Martin Finance Leadership Development Program (FLDP) and Financial Leadership Academy (FLA). Scott is married to his wife, Kristen. Together, they have two sons, Miles (7) and Noah (5). In his free time, he coaches his sons’ soccer and basketball teams and likes to go hiking.

Donna Levin, CEO and Principal Consultant at OnPoint Solutions. A seasoned executive with over 25 years’ experience building and leading teams of experts, Donna Levin founded OnPoint Solutions in 2009. Today, her firm provides clients with access to expert consulting advice in key administrative disciplines, including finance, accounting, contracts and subcontracts negotiation, and operations management. As a key contributor during the planning, capture, solicitation and negotiation phases of many diverse business opportunities, Donna has helped clients win competitive government prime contract awards totaling more than $1B.

Heather Mielke has extensive and varied experience as a Contracts/Finance Professional, most recently with Visionist in a Corporate Finance role. Heather is involved in pricing on all proposals as well as providing guidance and support to teammates in cost proposal preparation, ensuring compliance with government requirements. Heather joined Visionist, Inc. in 2021 as a Sr. Contracts/Finance Manager, and prior to taking on her new role within the company was responsible for the day-to-day finance and contracts management responsibilities of QUARTERCARAT, a $200M CPFF/LOE prime contract. Heather worked at NSA for 15 years in the Contract Pricing Office leading a team responsible for evaluating and negotiating high dollar value cost proposals. Heather Mielke earned a dual degree in Business and Economics with a minor in Accounting from McDaniel College and earned her MBA from Hood College.

Athena Mosley brings over 25 years of experience in Defense, Civilian Agencies, and the Intelligence Community as RealmOne’s Chief of Staff. Her passion for compliance, contracts, finance, pricing, and business workflows drives her commitment to supporting corporate initiatives and program execution.

Teresa Smith has extensive and varied experience as a Finance Professional with numerous government contractors providing strategic insight and guidance. With over 30 years of experience in the industry, she has worked for and with both large and small businesses. Teresa is well versed in GAAP, FAR, CAS and their practical applications. Teresa has been a Subject Matter Expert for OnPoint Solutions since 2018 where she specializes in providing professional business services to small government contractors to include: providing strategic guidance as a CFO, performing Quarterly Financial Reviews, preparing Indirect Rate projections, setting up government compliant accounting systems, preparing complex Cost Volumes and supporting businesses through the Merger & Acquisition process.

Virginia Snakenberg is the CEO & Founder of Vincia Consulting, a Government Contracting advisory providing strategic business, acquisition, and proposal support services to the Government and the Defense Industrial Base. Virginia began her Government Contracting career by bringing her passion for helping others, entrepreneurial spirit, and financial background and applying it to the Government Contracting industry as a Business Strategist and Chief Financial Officer.

Dennis Topielec is currently the Deputy Chief of Contract Pricing at MPO. He has over 15 years in the Office of Contracting, supporting all mission areas in various positions to include Division Chief, Cost SME, Supervisory Cost Analyst, Cost Analyst, and Contracting Specialist.
